Hi All, an interesting discussion.
It's even the same out in the Colonies where we test per AS/NZS 3760:2010 standard. After first testing the power supply lead we then perform the Cls 1 test ensuring that you perform the insulation resistance and leakage tests.
Per the standard, Understand that you must perform a continuity test to all exposed metal. If you get a continuity result in 50% of cases you are doing ok. Remember these are functional earths at best and due to the isolation design not always earthed or they have a resistor that is just trying to filter some noise from the DC output to earth.
After the continuity test, perform the IR test and then it is imperative that you perform the leakage test. For all AC adaptors you should see a leakage reading, this should confirm that the earth is doing its job.
In comments make a note such as "CLS2 by construction".
