Low ohm reading

Hi, when I was testing a kettle it had a low insulation reading to what they normally have, it was 0.31Mohm. I assumed it would be classed as a heating appliance and at 3kw the pass mark was 0.3. What do you guys think?

Presuming this is a domestic kettle like what I make tea in then I think it failed it's test and should be removed from use! Sounds like the insulation between the element and the earthed metal tube it lives in has broken down.
